IIRC distcache.FreeBSD.org is really just cruft left over from package builds. I ran into similar problems when I accidentally prioritized it in MASTER_SORT_REGEX. Is the file not available from a proper mirror?

sbcl is bootstrapped ( https://cgit.freebsd.org/ports/tree/lang/sbcl/Makefile ) ,distcache also works fine on my end.
