Can someone help me out on how this works? So I pay 800GB = 9$ a month.

Does this mean exceeding 800GB is 1.2 cents? Or traffic? Say I send 30GB data from my pool.

No, it means you pay 1.2 cents per GB for 0 to 9TB with a minimal of 800GB. For the 10-99 TB plan you pay 1.00 cents per GB per month. In other words it's .2 cents cheaper per GB.
