Today I ran pkg upgrade as usual, it found a few packages and installed them. Then I explicitly ran pkg upgrade wine-devel and it downloaded and installed wine-devel 10.13 (the previous package on my machine was 10.12).
Why didn't it upgrade wine-devel together with all other packages?
