Solved PCIe Ethernet card not recognized in new tower

I just upgraded my tower to a newer box, and because of that I moved my 4 port GBE PCIe card to the new host too. Well, in the new host the card isn't recognized. dmesg gave me this (I'm pretty sure this is the right device)

I can definitely provide the rest if needed. Both the old and new are FreeBSD 12.1 64-bit. On my old host, the NIC integrated into the motherboard was bg, this new server requires dedicated graphics and has an Nvidia Quadro. The new server is an HP Z440. Nothing is different between the hosts except I reinstalled the OS since it wouldn't boot originally. This is what I have installed right now:


Like I said, it worked before with FreeBSD 11.1,2 and FreeBSD 12.0,1 with no custom kernel. It says there's no driver attached..I don't know what that means but does it mean the OS doesn't know what driver to associate with the PCIe card?
 
That device you showed us info for isn't an ethernet port.
I'm guessing that the system isn't seeing the card (damaged? not fully seated? bad slot?).

How about you show us the PCI info for just that card from the old system (i.e. pciconf -lv as root), and see if you get something comparable from the new system.

It isn't a damaged slot because I switched the card with an already known to work slot (my Quadro card works in both slots I've tested), the card looks very well seated and making proper connections with the lanes, I thought maybe I zapped the card when I moved it so I tried it back in my old box and it works just fine, I tried a live copy of Ubuntu 18.04 to see if it would detect it and it doesn't. So now I'm finding for whatever reason, this tower is completely rejecting my card and I don't know why, and nothing is clear in the BIOS either.

EDIT: I'm going to throw in a "Let me guess"...they're blacklisting cards and want me to use one of these

Obviously they are not ethernet adapters.
Looking at your PDF I do wonder if they use a BIOS whitelist.
IBM and HP were frequent offenders in the notebook realm until around 2015 when HP backed off.
I have never heard of whitelists on server/workstation boards.
Have you checked for any BIOS updates?
 
Yeah I'm at a loss too. I'd also hate if it really isn't a compatibility issue and it ends up being something else in the BIOS? I don't even know why it Wouldn't work. There's no reason it shouldn't? I did see a guy on Amazon bought the card I have now and used it in a Z440 and it worked
