Parallel upgrading of jails results in proposed deletion of /etc/passwd

I recently tried to upgrade multiple jails to 13.2-RELEASE using several freebsd-update -r 13.2-RELEASE -j ... upgrade commands in parallel. When looking through the "does this look reasonable" questions, I finally was asked if it was resonable to delete /etc/passwd as part of the update procedure, which I luckily noticed and responded to with NO!

I assume this happened because freebsd-update isn't meant to be run in parallel? Shouldn't be there some sort of protection/locking to prohibit this behavior?
