is ports install working normally for you?

Not sure where you are... but here "in States" I am getting really good response time for pulling packages.

You might want to configure a FreeBSD "mirror site" that is geographically close to where you are.
 
You actually mean precompiled packages?
It couldn't bother me. 60 is fast enough to install most packages in seconds. It's insignificant compared to the decompression and installation on an average computer.

If it's as in kb/s, it would bother me. I guess this happens time to time due to some reasons.

There's a package fastest_pkg to determine which is the fastest mirror, or if you are unable to download it (i.e slow downloads), you can go to pkg.freebsd.org and select one of the mirrors listed there and edit /etc/pkg/FreeBSD.conf to a hopefully faster one.

I was assuming 60KB/s. Officially. kb = kilobit but nobody uses that for wired transfer speed. 60KB/s takes too long? Maybe some large packages take 3 minutes...
