There is no such option in `man fdescfs` and I didn't found it in NOTES.

just look at /sys/conf/files and /sys/conf/options
looks like it *should* work
looks no different than cd9660

Another interesting question might be: Why?

Just in case this is an attempt to avoid loadable modules for security reasons, I'd recommend a look into security(7), especially the documentation of kern.securelevel.

Yes, You are right. It's my router and I'm setting securelevel to "1" on it.
