I want pkg not to install from quarterly but a specific quarter i.e. 2025Q4.

You can't really, there is no archive of older packages due to the storage spaces needed.
Maybe once FreeBSD gets 100 times its current funding, maybe it would be possible.
Also you could simply never run pkg upgrade as a solution. Or just fetch the entire pkg from the 2025Q4 branches.
 
You have poudriere running right? Checkout a ports tree on the 2025Q4 branch and build your own. There is no archive of the package repositories.

Still it would be nice to have archives. Not for all because people will create zombie installs, but lets say the quarter before. It gives more time to migrate...

One already has 3 months to migrate.
Wait for the branch to happen, build completely, push to repos, wait a week or 2 seeing if there are any major problems, then upgrade.

I typically wait for a month before actually applying new updates, so I take 30 days to see what would upgrade and decide.
 
My upgrade plan is the following , kernel & base i stick to the latest "releng", ie at this moment 15.0-RELEASE-p1.
For packages, I do an upgrade each 3 months from quarterly.
Planning to do upgrade after 2 months of quarterly meaning building upgrade 1 march.
 
If you are building already, why not build everything you need, from the specific point in git you want to stay at? To me it does not make any sense to mix packages from the "current quarterly" with self built ports from a git tree that does not match.
