Directory listings are intentionally forbidden (403).

Reported as a bug, but not a bug: 247998 – pkg.freebsd.org subfolders indexes are forbidden

Decide which packages you want, then you can use `pkg upgrade` with the `--fetch-only` option.

There's no significant benefit to downloading all packages, because you will never be able to install more than a subset of all.
