Are you referring to LXC? Well, jails work as advertised.

OpenVZ is older, and requires an out-of-tree kernel. LXC is a little bit younger, based on OpenVZ and is in the mainline kernel. Docker is built upon LXC.

That isn't even true any more. So, quite a lot of half-assed solutions to choose from on Linux
