Solved GIMP 3 and gimp-help-en

Look like that never press 'help" in GIMP but today I try and it doesn't works off line and not online.
I got:

I have installed gimp-help-en but I am using packages. Is it possible with some settings to use offline, please?
 
I have a basic GIMP 3 installation but help for me works (online and in italian) selecting help from menu or pressing F1. In configuration is selected online version (Usa la versione online), opens in browser (Firefox), LANG=it_IT.UTF-8.
 
I don't recommend using national language locales at all. I've been using only English for a long time. What's the point of these crappy localizations? All Russian programs and interfaces have always looked bad to me, even on mainstream Linux distributions. Sometimes the letters would shift, sometimes in GIMP, half the interface would be translated to the local locale and the other half would be in English. It's easier to learn English at the program level and not bother with locales. There aren't that many English words there. It's not a spoken language. I haven't experienced any discomfort for a long time.
