I don't recommend using national language locales at all. I've been using only English for a long time. What's the point of these crappy localizations? All Russian programs and interfaces have always looked bad to me, even on mainstream Linux distributions. Sometimes the letters would shift, sometimes in GIMP, half the interface would be translated to the local locale and the other half would be in English. It's easier to learn English at the program level and not bother with locales. There aren't that many English words there. It's not a spoken language. I haven't experienced any discomfort for a long time.
