In a ZFS context, from a topic that's now Solved:

I guess they are waiting for all errata to be resolved PR 275215 …

Two reports, to be read in concert with each other:

1. BR 271607 comment 0 (2023-05-24)
2. BR 275215 comment 0 (release day, 2023-11-20).

The two comments:

A place to record potential blockers/errata for 14.0.

We have a few bug fixes that didn't make the 14.0 release but deserve an EN patch. This metabug will make it a bit easier to track pending patches and organize EN texts.
