I had this problem for a while but just now getting around to the debugging:
I use slim, and my ~/.xinitrc has "exec enlightenment_start" as the start command. It all works nicely: I login, e17 starts, asks me the setup questions, then just hangs forever with no error log anywhere.
* If I make e17 the default in .xinitrc and run startx from terminal (bypasses slim), same thing happens and there is no error output on the terminal.
* I deleted e17 home directory for a "fresh start" - no change
* I read that it could be an issue with e17's dbus channel, so I re-installed x11/efreet
* my rc.conf has:
