Other does a usb3 expansion card have to somehow compat w mobo?

I have computer about 5 years old and have FreeBSD 11.1 on its 965 AMD 6 core with 16 GB ram. One thing that's slow is USB3. An other thing is SAS disk pair 500 GB. I added USB3 expansion card, but still seem to copy at only 19MB/s. Is it possible the motherboard just doesn't work with this expansion card? How do I figure that out? I can kind of visualize that I need two USB3 drives and to copy form one to other to really see the speed.
 
Are they really detected as XHCI: pciconf -lv | grep xhci ?
Generally speaking, sometimes USB3 host/device combination makes significant difference, especially with earlier hardware implementations. It's not a secret that many manufacturers do not follow USB3 specs for 100%.
