Solved devel/pkgconf bumped up?

Having upgrading (with portupgrade) devel/pkgconf this night, I am unable to upgrade almost anything else. Had this line:

pkgconf-0.9.12_1  <  needs updating (index has 1)

And now, trying to portupgrade -f guile2-2.0.11_3, for example, all stops with

checking whether libunistring was built with iconv support... yes
checking pkg-config is at least version 0.9.0... Shared object "libpkgconf.so.1" not found, required by "pkgconf"
no
checking for LIBFFI... no

.
Nothing concerning was found in ports/UPDATING.

There is this recent commit (~40 minutes ago) that says bapt@ forgot to commit the pkg-plist change which might be the cause of your problem: https://svnweb.freebsd.org/ports?view=revision&revision=r418979. Updating the ports tree and reinstalling devel/pkgconf should be all you need to solve this.
