when I go to htop I don't even see what frequency CPU is using, it says N/A where frequency should show. All BIOS options for CPU are pretty much enabled. I am pretty much sure I didn't get that message on my old Poweredge 1950 with older Xeon.

Just installed it so it looks ok, don't know why it says CPU supports Enhanced Speedstep, but is not recognized. Any idea how to fix it?
 
Yes I get this on a lot of machines (including R430s) and haven’t yet figured out what to do to make the messages go away (but the machines seem to be running at the highest frequency which is what I want.)
 
All BIOS options for CPU are pretty much enabled.
You're not looking for a CPU option. Instead you're looking for a thermal/performance option.
If you look at the man page for est(), you'll find this excerpt down under diagnostics:

     Indicates all attempts to attach to this interface have failed. This
     usually indicates an improper BIOS setting restricting O/S control of the
     CPU speeds. Consult your BIOS documentation for more details.
Just ran into this same issue on my R320, and it's because I hadn't set the System Profile to allow OS management of the CPU. There should be an option to enable OS management of CPU settings (in my case Performance Per Watt (OS)) which should allow est to load properly (as it did on mine).
