Creating port for scroll with bundled wiroots021: one port or two?

I wanna create a local port for scroll. Scroll need wlrtoots0.21, and there's no wlroots021. But scroll already bundles wlroots0.21.
Which is better? Only a scroll port or a scroll port and a wlroot021 port?
