Could not open file: /dev/tty

I have just installed emacs in a jail and get the above error msg when running emacs -nw. I have already installed Midnight Commander in this jail and it works fine.

Is there something I've overlooked when creating the jail?

I created a jail on another system, installed emacs and had no such problem, so don't suspect I'll find out why things didn't work on the first system,
