Communal Combine: Will it take off or not?

Tender to find a contractor to create a digital integrated information and analytical system "Single Platform for Housing and Communal Services".
East Europe Foundation within the framework of the Swiss-Ukrainian EGAP Program announces a competition.

Why would people create this nightmare? If every utility service in my country has its own small website or chat bot in Telegram, which copes with tasks relatively well. If something crashes, I quickly "bend" the office, and do not stand in line at the call center of the "combine" for several hours!
Fck, that's about 1,350,564 users! (data for 2022).
How many times have we had problems with such hardware and software "monsters" (systemd INSIDE), which they also plan to assemble on such a configuration ...
These are failures in operation, downtime, crashes, etc.
Again, they will steal a lot of money on technical support and maintenance. As a result, the end user will be furious!
This is a pilot project! That is, NOBODY will be held accountable for anything and is not going to!
And in your country, region, state, how are such systems? Do they work? Is the technical support normal? Water supply, electricity, gas, garbage, heat, etc. in your "one bottle" or is everything transferred and processed separately?
Why the hell put everything into a single database? What's the point of centralization?
You have to rent hardware and software capacities in DATA centers, which will affect the increase in the cost of servicing personal accounts, commissions, etc.
I have never understood such totalitarian steps on the part of the Cabinet of Ministers of Ukraine. What do you think?
Total surveillance again, big data again, the end of free principles again?

Requirements for the performer:
confirmed general development experience of at least 3 years;
proven experience in developing state systems of similar complexity;
mastery of the following technologies:
