change KDE Language and layout Spanish/Deutsch

I searched how to change the language and layout on KDE 4.10 but found nothing. I hope you can help me. I have ~~freebsd~~ FreeBSD 10.

I don't use x11/kde4, but does KDE UserBase Wiki help you?
