PF C library for access to PF from my program

I beg your pardon, or question too elementary.

Is there a C library that allows an access to PF from my program?
In particular, I'm interested in access to the tables, view content, add, delete, apply the changes...

There's an ioctl(2) interface for PF (it's documented in pf(4)). You can also take a look at the source code of pfctl(8) to see how it is used.
