Installed 13.0. Tried to upgrade to 13.1-RC3

Waiting for either command to complete saw no progress, even after several hours. I did go through the documentation, searched this forum. Didn't find any solutions.

This is an amd54, Tier 1 install.
I have been working on this since last week. Did a clean install and that didn't help either.

What am I missing?
