Solved atop fixed for FreeBSD

I asked atop people to fix atop for us, the top of the food chain people (aka FreeBSD users), and they fixed it. FreeBSD shows turbo frequency on Intel as .001 increment from the top max frequency, and atop had only two digits of precision. It'll be in the next release. Yay.
