ZFS 2 zpools, when remove 1st, 2nd not found

I have 2 USB drives, da0 and da1, da0 is full. I'd like to just turn it off.
When I reboot da1 then just becomes da0 and that zpool won't show up, when the first is gone. da0

What should I do?
