I've been stuck for a while in this.
Had more time today to dig into it, using debug options in make and bash.
Turns out file(1) outputs a zany type for some .so files:
Server > file -b -L --mime-type /usr/local/lib/libnghttp2.so
application/x-pie-executable
Server > file -b -L...
