    I don't understand? The default in the kernel was changed already. That was the point of r289112. Since the default was changed you do not have to edit sysctl.conf at all.

    The default of kern.ipc.shm_allow_removed was changed to 1 shortly after the discussion you linked to. https://svnweb.freebsd.org/changeset/base/289112 FreeBSD >= 11.0 has this, but 10.x does not.
