Try running rmdir /usr/jails/mroot/usr/share/info/dir and make installworld DESTDIR=/usr/jails/mroot again.
/usr/jails/mroot/usr/share/info/dir should actually be regular file, not directory.
Other possibilities are (as dependency is on perl module):
- perl upgrade wasn't fully done (perl-after-upgrade and friends);
- rrdtool is installed using WITHOUT_PERL_MODULE (PERL_MODULE deselected in options).
Renaming will not help here, patch names don't actually matter if they have patch- at the beginning. Contents of patch files are more important (i.e. --- and +++ lines, which contain actual filenames).
Still, OP obviously have portsnap(?) issue, as current version of editors/emacs is 23.2, not...
Use standard xorg.conf, generated with Xorg -configure, with option "TwinView" added to Device section (and, possibly, MetaModes). That's how it works for me. Check /usr/local/share/doc/NVIDIA....../README, as well.

BTW, I'm wondering if this means that we can now use newer versions of skype with these compat libraries?

You seem to have the latest ports tree. Try contacting maintainer of misc/pecl-timezonedb (mnag@FreeBSD.org) and ask if he would update the port. Or you could update the port yourself and submit the PR with update.
