Okay, so you don't know what the security level really is and what it really does. Yet you claim it is wrong. Yes, it is for desktops also, but it is meant to prevent evil people from doing what evil people do.
Yes it is. You can't allow loading of any firmware when the security level is at 1, this is by design. If you don't want that, don't use security level 1.
Once upon a time we had fun pasting hex dumps of >64k into such fields and watch the ISS error page, followed by a disruption in services. These days I would check if the fields would take SQL statements which might streamline the customers data base space requirements, if you get my drift...
