Intel 10G X550T no carrier...but it's plugged in, has link...

Hi All,

This is 13.1-RELEASE installed on a system with a dual-port Intel 10G X550T copper NIC on the motherboard.
Boots fine, card shows up as ix0 and ix1...I'm short of 10GB copper switches at home, so I've tried plugging it into both a gigabit and a 100mbit copper switch-no link either time.
Linux (Alma 9/ Kernel 5.x) works fine on this machine talking to these switches, so I'm pretty sure the hardware is ok.

My understanding is that this nic/driver can be fidgety about autoneg, so I tried to set the media and options manually via:

# ifconfig ix0 192.168.1.115 netmask 255.255.255.0 media 1000baseT mediaopt full-duplex

Though it took the address/netmask, it still didn't like the connection. I've added a screenshot of the ifconfig and pciconf output below.
Is this the sort of thing where a driver needs to be built?
