Can you post the differences as a diff instead of a tarball? This would make it easier for me to add the port in a maintainable a way. It may also be possible to get some of them upstreamed.
I know I'm a bit late to this thread but the easiest way to nominate fortune suggestions is through a PR. However, I think that I'd have no objection to just collecting a bunch of suggestions from the forums and committing them in one go.

The problem was that paypal payments come in "from" the donor rather than paypal, and paypal was exempted but not all e-mails that were from paypal but listed as from the donor. This has now been solved.
