Solved pkg problem

I have problem to install packages
(process with pid still holds the lock)

sudo pkg install libreoffice
Password:

FreeBSD repository is up-to-date.
All repositories are up-to-date.
process with pid 1677 still holds the lock

pkg: Cannot get an advisory lock on a database, it is locked by another process

How can I solve it?

It means there's another pkg(8) already running.

I remember When downloading i turned off computer. Now what can i do?

pkg clean

it didn't work for me.
but i solved it by killing not only the process that locked but like this
1- know who made the process
ps -p 1677 it output who made the process
2- killall "who"
