I have my timezone set and freebsd date indicates the right time zone, however, gnome time is incorrect. I tried time-admin, but I cannot unlock and set time zone. Anybody know how to resolve this?

What is exactly the meaning of "I cannot unlock"?
Did you tried starting System->Preferences->Authorizations (polkit-gnome-authorization) and changing the settings for org.gnome.clockapplet.mechanism.settime/settimezone ?

I'm not using the clock applet - though I did make the changes you recommended to no avail. Using "Administration->Time & Date" (time-admin), the timezone dropdown box is empty. There is an unlock button that I presume will allow me to edit the fields - after authorization.

I had to make the change here to be able to unlock.
"org.freedesktop.systemtoolsbackends.set"

Why not simply right-click on "Clock"->preferences->time_settings->set_system_time?

date 1327 (where 13 is the hours and 27 the minutes)
