Hi,
I installed emacs via terminal window in KDE, but I don't see it in the applications section of the desktop manager
1) how do I view new apps I installed?
2) how to launch a GUI app from terminal?

In the case of Emacs, you can probably type either emacs& or xemacs& in the terminal.
The rest is KDE-specific. I wouldn't know about that but we do have a KDE forum here.

Just recalled the rehash commend suggested for me to use in another thread.
I typed rehash
Then I typed emacs, then the txt based version launched in the terminal. But I thought the KDE GUI version would have launched
Could someone please explain what I'm doing wrong?

Then you probably need to type xemacs &

That's ok. Just remember that posting in the right forum is more likely to get attention from the right people (in this case people who actually know about KDE, which I don't).
