Here's a simple possible explanation: For whatever reason, someone/something detected/flagged the IP (or the whole subnet) as a proxy. The info then propagated through various distribution channels to some proxy-ip-lists that both Netflix and your Electricity supplier are using to filter traffic.

Consider reaching out to your ISP and ask them to either get that cleared, or to give you a different IP that isn't affected by this.
